How is property needed for right-of-way purchased?
The addition of two travel lanes (one in each direction) for this project has required the City of Lake Forest to acquire additional property along El Toro Road. As part of the process to purchase a property, the City must obtain an independent, Fair Market Appraisal for each property that it wishes to acquire. The property owner is invited to meet with the appraiser and tour the property. The appraiser establishes the Fair Market Value of the property and the City makes an offer to buy the property based on the appraised value. Negotiations regarding the final purchase price begin thereafter.
