It depends on the policies of the governments and United Nations what kind of assistance they want to provide to poverty stricken people at home and abroad. Often the aid and loans to poor people or nations are given out of state funds to help the industries and agriculture sector to dispose off their excess production and to create demands for the supplies already in pipeline.
