The weather system take wind speed samples once ever 7.5 seconds. That works out to 40 samples ever 5 minutes and one of those samples happens to be the highest wind reading of the group. That reading is called the peak wind speed for the 5 minute period. However, the Rocky Mountain Weather reports only the highest peak reading recorded since midnight. In figure 1, the peak reading is located far to the right of the chart, approximately +3 SDs.
