Payment of foreign currency direct to manufacturers is illegal in China unless the factory has an Export Licence and a Foreign Exchange control permit. Generallyfactories in China do not have these foreign exchange approvals or Export licences so specialist Trading companies undertake the Export role and deal with foreign exchange and export formalities etc.
