While County Council approves its tax milage and has final approval over land transactions, the Commission is an independently functioning agency governed by a board of five volunteer commissioners appointed by County Council. All taxes, fees, grants, and sponsorship funds go directly to parks and recreation expenses. The Commission is comprised of all the unincorporated areas of Spartanburg County as well as participating municipalities.
