How is MUD related to the Land Use Plan?
The steps to change the land use plan are well defined and are very open to the public. The Land Use Plan update starts with a public open house and with the public comments used by the county staff to develop plan changes. All the affected land owners and surrounding properties must be notified of the pending changes. Public hearings are held by the Town Advisory Boards, Planning Commission and the Board of County Commissioners. The Overlay and Title 30 changes are generated by the County Staff. The changes are made by text amendments which create the overlay districts and ordinances to change Title 30. These changes are normally approved by the Board of County Commissioners after a brief public hearing. Extensive public review is not done. The MUD overlay has the ability to change land use called for in the Land Use Plan. That change cannot be denied by the Board of County Commissioners, i.e., commercial land become high density housing with little or no public input and review. What
