Two methods can be used to determine compliance with this regulation: Aggregated or Per Capita Expenditures. · Aggregate Expenditures – Using the total amount of State and local funds expended to provide a Free Appropriate Public Education (FAPE) for two consecutive fiscal years, less any federal funds and grants, deduct any expenditures for each year in the nonallowable categories of “Community Services,” “Capital Outlay,” “Debt Services,” and any “School Nonrecurring Incentive” or “Bonus Programs.” The most current of the two years compared should equal or exceed the amount of State and local expenditures for the previous fiscal year. · Per Capita Expenditures – Using the aggregate amount of expenditures from State and local funds for students with disabilities as determined above, divided by the district child count number applicable for that fiscal year equals the amount per capita expenditures.
