I don’t know what you mean by a climate RATIO, but there is more to climate than just temperature. The other major element is precipitation. Let’s say Miami and Phoenix have the same annual average temperature. They don’t, but they’re probably fairly close. Miami’s climate is much different than Phoenix’s because Miami’s air (on average) is much more humid due to the presence of the warm Atlantic and Gulf of Mexico waters nearby. Miami gets more rain than Phoenix because of that.
