How is integrity measured?

The integrity of a data item may be easily measured, simply by comparing its value at any point in the processing chain to the value it had at origination. Given that the integrity values quoted by ICAO give us a maximum permissible error rate, the question is really, how do we demonstrate that a data item will be wrong sufficiently rarely to meet the requirements?
