How is Competencies for Job Classification different from SPEC?
The current classification system, SPEC, features centrally controlled job evaluations and relies on individual job reviews to establish salary grades. Internal equity is the primary basis for analysis and comparison, with the position description determining the salary grade. SPEC is also based on factors that are not as applicable to the knowledge-based jobs that are more prevalent in the work place now. Under the Competencies Program, staffing needs are determined at the department level, and positions are evaluated using standardized web-based software. Employees can potentially progress through levels in their current position by demonstrating additional competencies that are both appropriate for the work area and that meet a business need. The new system also allows for more flexibility in recruiting and hiring.
