I’m pretty sure that pollution is measured in parts per million. In the air this would be based on the amount of fine particulates filtered out of the air divided by the volume of air tested, such as liters of air. I suppose the particulates would have to be measured in volume also. Suppose they suck a million liters of air through a filter, and then transfer the particulates into some sort of device to measure their volume. If you tested less air, then you would likely multiply by a factor to convert it into parts per million. I have never seen the actual devices for measuring air pollution, but it would have to be something like this.
