usually by putting the hole where the outlet will be and running it inside the wall from the breaker box to where the receptacle is you can also run stripping along the ceiling or floor with the wire inside to where you want the new receptacle sometimes they add on to an existing outlet to where people want the new one now if it is still in construction phase they put the receptacles in before they put the dry wall up
