How high should the dog food bowl be if you have a Norwegian Elkhound?

I just completed a raised dog bowl stand for my Norwegian Elkhound. He’s 12 years old and doesn’t swallow his water properly all of the time. I made his food & water bowls about 9″ high to the rim. I’ve seen them as high as 15″, but my hound is a bit short.
