With this funding, the county was budgeting approximately $30 million, including the penny and existing general fund programs. Due to fiscal constraints in fiscal year 2009, most of the stormwater program expenses were funded from the penny, in effect reducing total expenditures on stormwater. The proposed district will generate approximately $20 million dollars per year and be dedicated towards funding the entire stormwater program.
