The Royal College of Surgeons is a leading body of expert consultants in Britain which plays a pivotal role in developing the quality of clinical services in the entire country and have a wealth of experience and expertise from across the country and internationally to draw upon. Their views reflect this experience and they are well placed to advise on what is best practice. Recommendations are made by expert consultants who consider how to provide the safest, highest quality and most up to date service having taken into consideration the prevailing local circumstances. To provide this advice it is not necessary for the experts in question to have worked personally in the local health economy. Other national experts have also been involved in reviewing and scrutinising the proposals including the National Clinical Advisory Team. It would be remiss not to take into account their advice in coming to any conclusions.
