During the 1990s, Alaska’s population increased by nearly 13 percent and prices increased by nearly 25 percent. Comparatively, General Fund spending declined by about 13 percent. After adjusting for inflation, real General Fund spending actually declined by 30 percent from 1991 through 2000. Real (inflation adjusted) per capita spending decreased even more, by nearly 38 percent (see graph below).
