As in Wales, arguments are flying over whether the status quo is the end of the devolution process, or merely a staging post. An SNP administration has skilfully survived since 2007 despite lacking a majority in the Scottish Parliament, and is still, in theory at least, committed to a referendum on Scottish independence.
