I’d wait until you are sure frosts are over if you want to direct seed outdoors. However, thyme seed is extremely small and many recommend not to direct seed. If you do sow outdoors on newly tilled soil, I think I would water once first, then surface sow the seed and water once more. If you toss it into loose soil and then water, it will likely get buried far too deeply. The smaller the seed, the shallower it should be planted. When I planted mine indoors, I just scattered it on the surface of the soil and watered lightly with the sink sprayer. This washed it down between soil particles, and they came up well. Also if you plant directly outdoors, since it is so fine, you may want to mix it with fine sand to help you evenly disperse the seed.
