Individual “freedom” is a misnomer when paired with the concept of government. If there is government, then the question of balance lies within how much “privilege” the government allows, not freedom. Truly, in our 2010 world, the only “freedom” is thought and breath. In rural areas where access to water is not confined, then drinking it is also a freedom. All else is privilege that comes with some type of “payment” be it taxes, mores, protocols, laboring, bartering, purchasing, etc. In the underlying vein of your question, it’s not government, or the persons in government that determine the balance, but the society as a whole. Some societies are more attune to the ultimate value of self actualization and therefore the value of the individual. A good clue as to whether the society you are in at the moment is of this mind is how mannerly and patient they are with each other by each individual’s own accord vs some outside influence.
