It’s not too bad of a skill. F/P wizards should max this skill over Poison Brace without question, however I/L mages probably have to think over about Lightning Bolt vs Slow. Slow isn’t as practical as Lightning Bolt however Lightning Bolt becomes useless at very higher levels (as you get ice strike) but slow remains a semi useful skill. Do not choose slow over essentail skills such as teleport/MP eater, refer to above. It works on bosses yes.
