Since the eastern entrance to Penn Station is located on 7th Avenue, the distance is zero. However, the is deceiving because Penn Station is massive. It spans between 7th Avenue and 8th Avenue (the equivalent of 4 city streets), from east to west, and between 31st Street and 33rd Street from south to north. So, yes, it is true that the entrance to Penn Station is situated directly on 7th Ave. But, once inside, one might find himself walking several city blocks to get to the actual departure platform for his train or vice versa, from his train to 7th Ave.
