Are you referring to Plumbago auriculata (syn. P. capensis)? This plant has more of a vining and scrambling type of habit but I’ve heard of people growing it as a hedge. I’ve never seen it myself however. Since it vines, you can also grow it on a trellis. For a hedge, I would plant it atleast 3 feet from the wall. It can be up to 10 feet around if left alone but since you want to clip it, I would try 3-4 feet. It is hardy to around Zone 8 also so if you are in a lower zone, it will not work for you. It does well to pruning and training to a trellis. Here in CA it is used like this a lot. You should try it, it’s so pretty like that.
