How far do I have to zoom in to be able to see the wetlands polygons? How is the display scale determined?

Wetlands will first display at a scale of 1:144,448. The nominal scale for wetland data is 1:12,000 or 1:24,000, although higher resolutions are possible. Display scales are pre-determined intervals with a maximum zoom scale of 1:4,514. ESRI base maps will not display below a 1:144,448 scale resolution for the Pacific Trust Islands and some other areas like the southern part of Puerto Rico.
