How exactly do special attacks and power attacks interact with component locking?
A model must attempt to break free of a lock. This requirement means that the model must perform a combat action during its activation and may only make normal attacks during that action. It may neither perform special actions nor make special attacks while locked. Should it break the lock, it still cannot make a special attack during that combat action.
