it depends upon the pattern if it is just standard stipple you could try knocking the high spots off with a 4″ bolster chisel then apply a coat of pva (glue) all over the ceiling then whilst going off (drying)mix up your plaster so it is smooth like (mcdonalds milkshake then apply to the ceiling with a palastering trowel the tip is not to keep playing with the plaster wait untill it starts to go off then polish it up with a clean wet trowel spray water if it goes off to quick

well firstly if you are going to scrape it down you had better make sure that it does not contain asbestos,pre 1970 houses had a lot of it in artex.once given the all clear scrape down the high bits,then apply a coat of unibond followed by a coat of bonding.once bonding is dry then you can plaster it.

I don’t think it would be easy as the plaster isn’t going onto a flat sound surface.

easiest and cleanest way , Cover artex with new plasterboard and skim plaster over Good luck

you can buy special products to do this but v.expensive. Best bet is to chip off the artex when you need to get rid of some frustration and then sand down and replaster but don,t forget to use a bonding agent.
