File updates are not performed until a change is “submitted” and the complete submitted transaction is received and validated by the WebRAT server. At that point the actual update of the data base occurs on the server utilizing the information which was transmitted. A failure of the network service prior to the completion of transmission will cause the update not to occur and failure of network services after transmission will have no effect on the data.
