How does UCARS apply to special franchise property?
The Utility Company and Assessment Roll Standardization process is performed on the locally assessed utility property portion of the roll (RS6). This reconciliation process that is conducted by the utility company and assessor locates and identifies property, and assigns standard SBL’s. UCARS is not performed on the special franchise portion of the roll.
