How does the WECRD establishes its budget?
• Each year the Directors plan for possible upcoming expenses and assign a dollar amount sufficient to cover those expenses. A budget and its line items indicate all the possible needs that the WECRD might have in the year. The annual budget is NOT the same as the monthly or annual accounting of expenses and income generated. In all taxing years the WECRD has under spent the budget significantly. Thus, the WECRD has paid for the land it owns and is debt-free. Besides the land, the WECRD has also tenaciously saved money (over $1 Million dollars) enough to be able to design and construct the WECRD Recreation Center and break ground in 2009. The WECRD has had an audit performed annually by HCM Holmstead.
