Of course, the violent crime rate is greater than the arrest rate. There is not an arrest for every violent offense reported to law enforcement. However, the trends for the offense and arrests parallel each other (see Figure 4). Figure 4As the violent crime rate rose from 1985 to 1991, the arrest rate also rose. Similarly, when the violent crime rate decreased from 1991 to 2001, the arrest rate also tended to decrease.
