FBO is designed around the base notice type. The IVL and watchlist are tied to the base notice. If a vendor adds themselves to an IVL for a sources sought notice with a specific solicitation number, they will receive updates about that base notice. If a second notice of a different base notice type, i.e. a presolicitation, is posted with the same solicitation number, the vendor is not automatically added to the new IVL. A best practice is to create a search agent for any notice number of interest. Once the search agent is created and scheduled to run, the vendor would then be notified if any new notice was posted or modified using that notice number.
