How does the toll free number activation system work?
There are 32 million toll free numbers in the U.S. system, of which only about 25% (6 million) are available at any one time. All of the numbers are managed through a central database, established by the FCC. A group of companies, referred to as Responsible Organizations (or Resp Orgs) are given access to this database in order to manage the status of the numbers.
