How does the Tactics menu affect the outcome of a media war?
The Tactics option determines how registered players can play in the media war. If the attacking general selects Allow Soldiers, then registered players may fight but not negotiate the media war. If the attacking general selects Allow Diplomats, then registered players may negotiate, but not fight, the media war. If the attacking general selects Allow Soldiers and Diplomats, then registered players may either fight or negotiate the media war.
