There are three main phases to the SDB certification process- The Application Screening phase, The Application Processing phase and the Certification Phase. The HSW Services as a private certifier performs the Application Screening and processing phases. The Small Business Administration’s Office of Small Disadvantaged Business Certification and Eligibility performs the Certification phase. The Application screening phase begins immediately after HSW Services receives an application Packet from the applicant and the screening fee. HSW Services screens the Packet by using a checklist to verify that the applicant has correctly completed the required forms and submitted the proper supporting documentation. If the application or other forms are incomplete or if required forms and/or documents are missing from the Packet, HSW Services returns the Packet to the applicant and includes a return letter which lists the incomplete or missing forms or documents.
