How does the RVC choose contractors? Are there any rules?

Yes. Initially a number of contractors are selected (often in terms of there experience) from which a short-list is selected. Those contractors on the short-list are invited to tender for the works, basing their prices on a comprehensive tender doucment put together by the Estates Department. Tenders are sent as ‘sealed-bids’. Once received the bids are normally opened and witnessed by senior members of the Estates Department in order to ensure probity.
