The final rule defines a motorized vehicle as any motor vehicle designed for or capable of cross-country travel on or immediately over land, water, sand, snow, ice, marsh, swampland, or other natural terrain. Technological advances have enabled many classes of motor vehicles to travel off highways. The final rules designation requirements apply to all classes of motor vehicles (not just OHVs) except aircraft, watercraft, and over-snow vehicles.
