I think that your reasoning is correct. Frictional unemployment is never totally eliminated in a dynamic labor market, since a search process is always ongoing for some segment of the labor market. The fact that the reservation wage is below a large majority of offers, however, implies that the frictional unemployment of any given worker should be very short lived.
