How does the recipient access their funds?
The funds are stored as balance on the recipient’s PayPal account. They can then choose to either transfer the amount to their bank account and in some cases their credit card (if attached to their PayPal account), or they can leave it in their PayPal balance and use it to pay for items on eBay, or at any of the hundreds of retail websites that accept PayPal. They could also use the balance to fund a Send Money transaction themselves.
