The Minister responsible for the administration of the PSMA recommends to the Governor the appointment of the Public Sector Commissioner and will continue to be responsible for the employment of ministerial officers. The Minister is no longer the employer of CEOs. The Minister’s involvement in public administration is limited to being able to direct the Public Sector Commissioner to: • implement machinery of government changes involving establishing, amalgamating, dividing or abolishing departments and other bodies; and • undertake a review into the management or operations of a public sector body or undertake a special inquiry. The Public Sector Commissioner may refuse a direction issued by the Minister to undertake a review or inquiry in exceptional circumstances. The ministerial functions will cease in the areas of: • oversight of effectiveness and efficiency in the public sector; • CEO employment and performance management; • the administration of the Senior Executive Service and,
