The Protocol feature controls how media wars are scored to determine a winner. In ‘GENOCIDE’ mode, the Diplomatic score is only counted if Diplomats outnumber Soldiers. In ‘EMBARGO’ mode, the Military score is only counted if Soldiers outnumber Diplomats. In ‘COMBINED’ mode, both Military and Diplomatic scores are averaged to determine the final score.
