How does the Preliminaries Phase work?
All candidates are shuffled and divided into 4 groups. Voters choose one candidate per group in each voting round. The winner(s) of each of the 4 groups advance to ISML, including ties. Candidates are reshuffled into up to 4 groups per voting round as long as contestant slots remain. The final voting round will always consist of one group of candidates for the last remaining contestant slot.
