This becomes quite clear in the American Declaration of Independence of July 4, 1776: ….”whenever any form of government becomes destructive of these ends [life, liberty etc.], it is the right of the people to alter or to abolish it, and to institute a new government,…” Also, it should be noted that though the American Constitution’s Preamble starts off with “We the people of the United States” …… etc.
