Ensure you accurately report shortages in your Unit Status Report (See AR 220-1 Chapter 5). Your higher headquarters up to FORSCOM and the Department of the Army need to know your equipment readiness. Your commander can subjectively downgrade your unit’s readiness rating if he/she identifies a shortfall in clinical capability. Also, the Army mandates the use of the Army Equipment Common Operating Picture (ECOP), which is on the HQs Department of the Army SIPR site, to post MTOE shortages as well as Operational Needs Statements (ONSs). Reportable LINs having several components, for example, sets, kits or outfits (SKO) and/or medical materiel equipment sets (MMS/MES/DES/DMS/VES),will be reported as on hand if property records show the LIN has been issued and at least 90 percent of each SKO nonexpendable and durable items are present and serviceable. Do not count the set as on hand, if more than 10 percent of the nonexpendable and/or durable components are unserviceable, missing, depleted
