When the Division of Child Support Enforcement (DCSE) submits a case to the Department of Revenue (DOR), a pre-offset notice is mailed to the non-custodial parent of the intent to collect a DOR tax refund. The notice specifies the amount owed in arrears and the amount to be offset. It also directs the person to DCSE to contest the offset.
