How does the PAIR system provide data security?
The PAIR system, provides data security using Public Key Infrastructure (PKI) encryption to reduce the risk of unauthorized disclosure of confidential data. Customers wishing access to confidential data via Private PAIR will be required to submit an original, notarized request for access to this data. USPTO will provide a two-part PKI digital certificate creation code via e-mail and a phone call to the Customer Number requesting such access. PKI digital certificates will be maintained on the PAIR system, linked to USPTO Customer Numbers. When logging into Private PAIR using a secure portal through the web browser, the user’s PKI digital certificate must match the one stored on the PAIR system. After five (5) unsuccessful consecutive tries to access Private PAIR, the IP address of the requesting party will be blocked from any further access to the PAIR system.
