How does the NRAC Formula take account of cross-boundary flows?

The formula allocates resources on the basis of Health Board of Residence and not by Health Board of Treatment. It is up to individual Boards to recover costs for patients treated from other Boards, this is done through Service Level Agreements (SLAs) and the National Tariff.
