How does the ministry know there haven’t been any leaks?
The ministry has retained the services of a qualified consultant who checks the site’s numerous monitoring wells on a monthly basis.The storage cells are lined to isolate the wastes from the environment. As well, each cell has a leachate collection zone. Water from the leachate collection zone is monitored, and PCB levels in the leachate collection zone are below the limit for drinking water. As an extra precaution leachate is pumped from this zone, goes through an on-site filter to remove the PCBs, is analyzed to ensure PCB removal, and is discharged to the sanitary sewer.Beneath the leachate collection zone is another liner, and then a leak detection zone. PCB levels in the leak detection zone are also below the limit for drinking water. Under the Ontario Regulation 169/03, the Ontario Drinking Water Quality Standard is .003 milligrams per litre.
