The Linksys Etherfast Cable/DSL & Voice Router is a router that is powered by Net2Phone. So, it operates as a standard router with Net2Phone functionality. You will need a computer for the initial setup of the device and then you can simply connect a standard telephone to the RJ-11 port on the back of the router to begin making calls.
