How does the ILO elaborate and adopt conventions on Social Security?
• ILO Conventions are conceived of as models or sets of firm criteria for the preparation and formulation of national policies and national legislations. Developing international standards at the ILO is a unique legislative process involving representatives of governments, workers and employers from around the world. First step : A problem is identified The Governing Body agrees to put the issue on the agenda of a future International Labour Conference The International Labour Office analyses the laws and practices of member states with regard to the issue at stake, i.e., it does research on facts about the stage of development of social security systems throughout the world (comparison of systems) The Office collects opinions expressed by experts from different economic systems and disciplines about the desirable policies and their adaptation to meet the needs of countries at different stages of development Discussions between ILO member states, trade unions and employers’ association
