How does the HARB decide whether or not proposed changes to a property are appropriate?
As an advisory board, the HARB is required to follow the provisions and procedures detailed in the Historic Preservation District Ordinance. The Historic District Guidelines that aid the HARB in advising Borough Council were approved by the council and form the basis for making all recommendations to Council for Certificates of Appropriateness.
