How does the FERC approval process work?
To construct or operate interstate pipeline facilities, companies must obtain a Certificate of Public Convenience and Necessity from FERC. Certificates are awarded only after a company has demonstrated that a pipeline will benefit consumers, is compatible with the environment, and will minimize interference with the public and landowners along the pipeline rights of way. FERC also oversees the public participation process, to ensure that interested parties are informed and have the opportunity to be heard.
